Solution:
sudo apt-get install -y language-pack-en
sudo update-localeThen zsh starts working!
it works on oh-my-zsh!!

Debian 12 Can use dpkg-reconfigure locales and select en_US.UTF-8 to try.
On Debian (with ohmyzsh) I added
before the
source $ZSH/oh-my-zsh.sh
