Docker provides download links in release note. They promised that
(we) will also include download links in release notes for future releases.
Note:
- Old versions are not supported by the Docker team!
This Gist may be removed if Docker officially provides such listing.

So the changelog now makes the v4.41.2 to be the last one supported on Monterey (specifically stating v4.42.x now needs Ventura 13.3 and newer) so I've updated my post above to capture that, and make that the last macOS 12–compatible release.
This is the kind of download link removal they do once in a while: docker/docs@3cd14d8a — but all the build IDs can still be verified in the git history, and given they use draft previews, it's also possible to go "back in time" before said removals and get the state of that page when the links were still there by checking some of the older PRs and their deployment links, if anyone needs to verify. (I've also added archive.org history snapshots under the date link next to the version in my comments if folks prefer to get the downloads from an older archived page copy.)
